Cedula: Class "A"

I went to Manila City Hall earlier and was expecting to discuss with someone the applicable tax rates imposed by the city. That someone didn't come out notwithstanding my long wait at the hallway.The deputy did the explaining and of course, we resolved the gray area after a long talk and wait.

While sitting on the seats allotted for employees issuing cedula, I can't help but smile upon seeing this:

Class "A"

Ahhhh, so there's a Class "A". This may be the booth for citizens in the higher tier. Nyahaha!
Is there a Class "B"?

My question was answered by this:

Oha, it's closed and no long lines.
It's a good indication of an improving economy. It simply means, everyone has a job.

Logical isn't it?
